(1) In cases involving appeal to the department of an officials' decision, the decision of the officials shall not be changed unless:
(a) the department determines that there was collusion affecting the officials' decision; or
(b) the department determines that actual bias or prejudice on the part of one or more officials affected the officials' decision; or
(c) the officials' decision was the result of an incorrect interpretation of a statute or rule applicable to the circumstances of the bout; or
(d) the officials' decision was clearly erroneous in view of the reliable, probative, and substantial evidence on the whole record; or
(e) the compilation of the score cards of the judges discloses an error which shows that the decision was given to the wrong contestant.
(2) On review of an officials' decision, the department shall not substitute its judgment for that of the officials as to the weight of the evidence on questions of fact.
