(1) Providers of professional services to applicants and clients must be licensed or certified in accordance with any state laws or regulations and professional standards applicable to the conduct of their profession and the delivery of their services.
(2) Specialty medical services may be rendered only by professionals qualified to perform the particular specialty service required.
(3) Training personnel for applicants or clients must meet qualifications that the department determines are necessary for satisfactory conduct of instructional services necessary to the specific training needed.
(4) Reimbursement is not available to a provider of services that the department determines does not have appropriate or necessary professional qualification necessary for the delivery of the service.
