(1) The employment relations division of the department of labor and industry herein adopts and incorporates the organizational structure of the division of employment relations as it has been set out and explained in Chapter 1 of this title. For the purposes of the rules all of the rules administered under the employment relations division will be listed under chapters 16 through 20. These chapters will be listed as follows: Wages and Hours, Chapter 16; Private Employment Agencies, Chapter 19; Apprenticeship, Chapter 21.
