(1) The purpose of the rules for appointing license agents is to provide the guidelines for distribution of licenses throughout the state in order that any person may purchase a hunting or fishing license without having to travel unreasonable distances to do so, bearing in mind that a resident need purchase a license but once during a license year.

(2) It is a further purpose to provide a fair and equitable manner of appointment of license agents taking into account such things as population of the area served, distance to other populated areas, hours of availability to the public, economy of administration, and public convenience.
