AMENDED NOTICE OF PUBLIC HEARING ON PROPOSED ADOPTION |
TO: All Concerned Persons
1. On July 26, 2012 the Department of Public Health and Human Services published MAR Notice No. 37-595 pertaining to the public hearing on the proposed adoption of the above-stated rules at page 1509 of the 2012 Montana Administrative Register, Issue Number 14.
2. The Department of Public Health and Human Services will make reasonable accommodations for persons with disabilities who wish to participate in this rulemaking process or need an alternative accessible format of this notice. 3. The department has received several comments from providers of high fidelity wraparound facilitation services expressing concern over the "encounter" unit of service and the minimum face-to-face billable time of 50 minutes. These providers voiced concern that the encounter unit and rate were not adequate to reflect the coordination requirements of high fidelity wraparound facilitation. The department has recalculated the rate of reimbursement to a 15-minute unit of service and will clarify that the 15-minute unit of service is for direct contact with the youth/family and for coordination specific to the youth/family. Paperwork, travel time, and mileage to and from the youth/family home, supervision, and other overhead will be included in the rate and not billable as a separate 15-minute unit of service.
4. This clarification of reimbursement rates and wraparound facilitation services is being made in Appendix A and pages 9 through 11 of the 1915(i) HCBS State Plan Program for Youth with Serious Emotional Disturbance Policy Manual which has been incorporated by reference. 5.
